Emigration Records at Bavarian Civil Archives
Permission to emigrate required approval at several levels, from local civil, police, and church authorities up to the district and state authorities, where they placed the royal seal of the King of Bavaria. These documents (called "Auswanderungsakten") in their most comprehensive, final form will likely be found at one of the 8 regional state archives (Staatsarchives) that corresponds in location to the district of the person's place of origin. If an alphabetical index is available, knowledge of the exact last place of residence (town or city) for a person's ancestor is not necessary in order to successfully locate permission to emigrate records. An approximate year of emigration, however, is useful.
Bavarian State Archives are located in each of its seven districts plus Coburg as well as there being a Hauptstaatsarchiv (main state archive) in Munich. Quite often (but not always) documents contained in the local archives at the town / city / place of residence of the person were included (as originals or duplicates) into the collections of the Bavarian State Archives and are available to genealogists there.
The official gazette "Königlich-Bayerisches Kreis-Amtsblatt für den Regierungsbezirk" was printed separately for each of the 8 Bavarian districts every other week from about 1845 - 1865 (prior to about 1840 they were entitled, "Intelligenzblatt") and it was distributed to all communities (Gemeinde) for public use. The volumes contained data on an emigrant's full name, occupation, residence, destination, date of emigration and family members. There are complete collections of all volumes in the Staatsarchives and in the State libraries. They are a good source for obtaining emigration information about an individual.
Note: The Bavarian Staatsarchives are not, by law, required to undertake genealogical research on behalf of private individuals and normally do not have research fee policies or procedures in place to entertain such queries. They may or may not agree to undertake a free initial, simple search upon receipt of precisely detailed information for something that can be easily located by their personnel. Thereafter, they may require you to visit in person or else engage the services of someone on your own to complete any further research on your behalf. If requested, they may provide you with a name or list of names of people who are familiar with researching at their facility on a paid basis. The Staatsarchives normally WILL charge you for any copying fees for any photocopies of documents generated.

Additionally, keep in mind that at least one source suggests the statistic that 40% of emigrating Germans did not follow the proper procedures by law in order to obtain permission to emigrate, so there is certainly no guarantee that you will be able to locate any emigration documents for your ancestor at all.
